Pathways to peace in Ukraine, and beyond II

Step 1: I ask Scott Morrison to resign from the Australian Parliament and help develop the mandate for this peace plan, as well as dedicate a part of his future to helping the needy, the sick and those living in poverty and the people fighting insurance companies to have their lives rebuilt due to natural disasters.

Step 2: I ask Joe Biden to resign allowing Kamala Harris to become the first woman of colour to become the President of the United States of America, and help develop the mandate for this peace plan.

Step 3: I ask Jens Stoltenberg to resign from his leadership of NATO, and endorse a woman for the position of NATO's Secretary-General and help develop the mandate for this peace plan. 

Step 3: I ask Vladimir Putin to resign following the precedent set by Boris Yeltsin, and endorse a woman as the next President of the Russian Federation and help develop the mandate for this peace plan.

Step 4: I ask Volodymyr Zelensky to resign, endorse a woman as the next President of the Republic of Ukraine and help develop the mandate for this peace plan.

Step 5: Following the principle of "Ни нашим ни вашим" (Neither yours nor ours), the new leaders of Ukraine and Russia should pursue:

1: An immediate ceasefire. This should also be counted as Step 0 in the order above. 

2: Preparation a peacekeeping force composed of a combination of Ukrainian, Russian, Chinese, Turkish, ASEAN, African Union, Latin American persons of equal proportion for a 10 year peacekeeping effort in Donetsk, Luhansk, Mariupol, Kherson and Crimea.

3: Withdrawal of all Russian and Ukrainian forces and formations from the territories of Donetsk, Luhansk, Mariupol, Kherson and Crimea (with the exception of Sevastopol), and commencement of the peacekeeping effort.

4: Establishment of an international Ukraine Reconstruction, Development and Environmental Restoration Fund dispensed by reputable public finance professionals from the public sector to restore infrastructure and livelihoods in Ukraine. The international community needs to come together for this effort, before a Special Tribunal to establish degrees of responsibility between Russia, Ukraine, NATO the United States and any corporate forces involved in the development of this conflict. The degrees of responsibility should be established primarily on the basis of two factors

1) direct actions taken by the officials of the governments involved such as 

- the failure to negotiate by the parties of the Minsk agreements and the Normandy Format 

- the ordering of Russia's special operation (including the means, tactics and measures used)

- US government material and diplomatic support through a coup d'etat and the removal of the democratically elected government of Viktor Yanukovich

- the annexation of Crimea by Russia (noting the neglect of Crimea as well as the policies of linguistic assimilationism exercised against its Russian speaking population despite its autonomous status, the requirement and probability of its constitutional withdrawal from the Republic of Ukraine in a nationwide referendum in accordance with Articles 72 and 73 of the Constitution of Ukraine, and Crimea's preceding attempt to seek independence in 1991)

- the neglect towards and assimilationism of majority Russian speaking population centres shown by the subsequent Ukrainian governments and their supporters

- US and NATO's aggressive military expansionism with missile systems, bases and an institutionalised lack of concern for outcomes for Ukrainian and Russian people 

- war crimes committed between 2013 and the end of the conflict  

- ceasefires broken between 2013 and the end of the conflict  

2) the indirectly related but contributing and catalysing actions such as 

- failure to allow Ukraine to be a part of both the European and the Russian free trade zones

- empowerment of and material support for violent, ultranationalist, extremist and separatist forces and non-state actors by both Russia and Ukraine and other states

If Ukraine was allowed to be a part of both the European and the Russian customs unions in 2013, it would've been one of the wealthiest countries on Earth today, and we would be living in a very different world with none of this senseless destruction. Instead, Ukraine got wedged by both Russia's and the EU's self-interest and desire for control. Fairness in negotiations requires all parties to take each others' interests and perspectives into consideration. Withholding useful information from counterparties (even if it diminishes your negotiating position) or otherwise seeking stronger negotiating positions through weapons, coercion, violence or threats of violence or other forceful means are not a fair negotiating tools to use with anyone, and especially the weaker counterparties and individuals. Speculation about or the identification of possible or likely consequences based on existing variables and facts should be read in the context of one's purposes and intentions, and should not be construed as a threat. For example; high cost of living, Australia's Centrelink system and Robodebt are significant variables that have a detrimental effect on health, social and political outcomes as well was the crime rate. Stating this does not equate to threatening to commit a crime. The powerful must always negotiate in favor of the less powerful, whether they are individuals, businesses, countries or regional blocs. 

5: Temporary transfer of all energy generation assets in Donetsk, Luhansk, Mariupol, Kherson and Crimea to the management of IAEA. All other assets and governmental systems should be temporarily managed by the United Nations or another international body with consent of Ukraine and Russia.

6: Release of all prisoners and refugees, and facilitation of their right to return with mutual cooperation between Ukraine and Russia in the verification of the relationships between parents and children, and their places from which they sought refuge. If they express their free, prior and informed consent to stay in the places where they sought refuge, they should be empowered to do so. 

7: Assurance of the security of all agricultural exports via the Black Sea, guaranteed by all neighbouring countries.

8: Guaranteed security as well as language and cultural rights for all Russian speakers in Ukraine and all Ukrainian speakers in Russia. 

9: Implementation of the UN Charter and the review and improvement of the principles and structures of the world order and international security that will not allow this conflict to reoccur, and to add pressure on other regions to end all conflicts and commence peace negotiations. This must include a review, renewal and improvement of the global commitment to the Responsibility to Protect and consideration of inclusion of linguicide into the Genocide Convention as well as an investigation into the root causes of this conflict and all other wars, genocides, ethnic cleansing, and all other forms of systemic oppression. 

10: Establishment of a permanent International Tribunal for the Pursuit of Historical Justice and Prosecution of Genocide, Ethnic Cleansing, Crimes Against Humanity and Linguicide.

11: Provision of referenda in 2033 within each of Donetsk, Luhansk, Mariupol, Kherson and Crimea by the UN or another international body (excluding NATO) with the following question:

Which state should <<Region>> accede to? 

[  ] Ukraine

[  ] Independent State

[  ] Russia 

[  ] Shared sovereignty

[  ] Permanent UN administration

Ukraine has not ceded its territory to Russia, and there are Russian speakers who will fear for their lives if Russia withdraws from the territories it occupies. This is the basis for having referenda in this proposal. This is also why the latest development of the Israel-Palestine conflict is senseless and must end immediately, all occupying forces must devolve their power for the benefit, autonomy and self-determination of the peoples they occupy, and this does not mean that all ordinary Israeli people hold the responsibility for the injustices that the Palestinian people have suffered, and vice-versa. Israelis and Palestinians are Semitic and Abrahimic people. It is the elites and the leaderships that plan and issue orders and those who have continued to push for and engage in escalation rather than restoration who are responsible for this. 

Step 6: Establishing a disclosure panel involving Vladimir Putin, Volodymyr Zelensky, Joe Biden and Jens Stoltenberg which provides detailed disclosure about how exactly this war came about from each of their perspectives. This should occur over some period of time at a location in one of the war-torn territories where they seek to collaborate on a peace-building project together, and attempt to develop a genuine connection with each other as well as a sense of mutual understanding so that the learnings can be shared with all other people.

Step 7: A guarantee of Ukraine's security, with consideration to a demilitarized territory with Russia's borders and a deferral of considerations of its membership of NATO until December 2034  

Step 8: A guarantee from Russia and Ukraine to dismantle all ultranationalist organisations, movements and party factions

And end to this war requires the pursuit of a win-win solution that will enable the people of Russia and Ukraine to feel pride and glory in their motherland.

I condemn all war, genocide, crimes against humanity, terrorism, ethnic cleansing, linguicide and systemic oppression and implore everyone to demand all authorities to end all wars, and to seek justice and peace for everyone everywhere. 

I also condemn violence (excluding where there is free prior and informed consent such as in sports like boxing), including as a form of punishment. There must be restorative justice for all. 

There can be no just causes as all conflicts can be solved with fair negotiations, resources and time. Interventions within a country's internal affairs should only occur with the minimum mandate of the regional union that it is a constituent member of and the ideal mandate of global consensus.
